OSCE Security Days event in Vienna

Rome/Vienna [ENA] Technology has an increasing impact on security. It can enable individuals to more effectively exercise their rights and enhance participation in democratic processes as well as help states to protect their borders, combat crime, and improve transparency. Simultaneously, technology is being exploited to commit crimes, attack infrastructure, spread false information, and foment terrorism.

The impact of technologies supported by digitalization on security and their consequences for human rights will be the focal point of the next OSCE Security Days event in Vienna, on Friday, 8 November 2019. The OSCE is an organization covering a wide range of security issues such as conflict prevention to fostering economic development, ensuring the sustainable use of natural resources and promoting the full respect of human rights and fundamental freedoms. How new technologies enabled by computerization and digitalization can both enhance and endanger security, and what can be done to reinforce respect for human rights, democracy, transparency and liability at a time of rapid technological change.

OSCE participating States have long acknowledged that respect for human rights, fundamental freedoms and the rule of law is essential to security and stability. They have restated that protection and promotion of human rights is their “first responsibility” and that “the inherent dignity of the individual is at the core of comprehensive security.” Participants in this OSCE Security Day will discuss the deep outcomes of the newest technological tools accessible both to states and non-state actors for all aspects of security, including the human dimension. Opportunities and challenges associated with the design and use of new technologies, including risks of abuse as well as positive applications of such technologies to advance democracy,

human rights, transparency and accountability will be investigated during the Event. OSCE Security Days gather prominent experts from government, think tanks and academic institutions, civil society, youth and media, to engage with each other and with OSCE participating States and Partners for Co-operation in an informal and interactive discussion on twenty-first century security threats and challenges. They are meant as a platform for sharing experiences and good practices, and offer an opportunity to examine potential trends and priorities for action.
